E-Sampark


Summary:

Sampark is about a link or connection. The E-Sampark is an e-governance initiative of Chandigarh Administration that started in September 2004. The objective of the project was to bring together the basic citizen services of all the departments under one roof and give the citizens of Chandigarh a ‘multi-service’ – ‘single-window’ experience. Previously, the citizens had to run to different departments to get the necessary citizen services which were largely dependent upon the availability of dealing hands. Citizens had no clear ideas about where to go, who to contact, how much time to spend for having a specific govt. service. As a result, they had to spend a lot of time, money and energy to avail these services. There were harassment and exploitation also. The Chandigarh Administration claims that now they have been efficiently providing 24 for basic citizen services under this project. This report looks into various governance aspects of the practice such as transparency, accountability, efficiency, participation and sustainability. It finds that except for some limitations it has the capacity to become a best practice. The report also provides you with the lessons learnt from the practice. More>>>
