Summary:

This practice impacts upon the management of financial affairs of Haryana state government. In 2003, the state government initiated this e-governance project to address the systematic deficiencies in the manual treasury system. In doing so, it has computerized the entire treasury activity. Prior to 2003 the Budget and Control department had a massive task of preparing the budget. This task took around 6 -7 months. The budget was further sent to respective departments for scrutiny which further delayed the process.

This practice has developed a comprehensive financial management information system. The web-enabled software of the system provides access to all other web enabled modules like budget allotment and communication system, employee database, pension management system. Besides, it helps update information on payments, expenditure, receipts and budget allotment on regular basis. In other words, the system ensures that the Budget and Control department gets all necessary financial data and information when required.
