Summary:
For Haryana state government, this practice has already been an instrumental in making various important decisions. Haryana govt. lunched the practice in 2003. That time it was named ‘Sarkar Apka Duar’ programme. The govt. of the state changed in the following year and its name was changed to the present one. Usually government departments prepare and implement various schemes for the benefit of society. Monitoring the progress of these schemes is of utmost importance to trace the progress of a scheme implementation and for further decision making. But due to traditional monitoring system and bureaucratic hurdles, such a monitoring suffers.
This practice introduces an information technology based systems that breaks down the boundary between different government agencies and departments. It combines scattered monitoring efforts, creates links among various information sources. Thus, it helps generate a clear picture about the promised development and welfare activities of the government (especially chief minister) and helps make further decisions. The practice has been claimed to have ensured greater transparency, efficiency, objectivity, accountability in the government functionaries. However, this report finds that there are certain limitations that may obstruct its intended success. Yet, it has the capacity to become a best practice.
