The Orissa IT department is set to implement around 50 e-governance projects in the next 2-3 years under the Central and State National e-governance Plans. The estimated outlay is about Rs.500 crore.
This toolkit provides a methodological guide for assessing the quality of governance at the state level. It addresses different stakeholders namely the government, private sector, civil society and citizen.
This paper argues in favour of using citizen's perceptions of their governance environment to develop governance indicators and measure the quality of service delivery.
