The Rehabilitation and Reconstruction Programme by the government of Gujarat provided immediately implementable, sustainable support for recovery and was rigorously implemented by government agencies working in tandem with voluntary associations.

This initiative, started in 2001, focused on restoring normalcy in the lives of the people hit by the earthquake through programmes on housing, physical infrastructure, social infrastructure i.e. education and health, urban reconstruction, livelihood restoration, social rehabilitation, community participation and long term disaster management. It also prepared the community for future hazards and emergencies through an enhanced knowledge of disaster reduction techniques. The Disaster Management Authority also collaborated with local voluntary associations and NGOs for effective disaster preparedness, risk management and rescue/relief operations.
