This programme created a Municipal Information Society (MIS) to improve the governance through ICT. It generates a digital numbering system for houses to ensure proper service delivery of utilities, nearby road building, and welfare benefits.

KwalaZulu-Natal Province, South Africa has been struggling with haphazard street addresses since townships were established there in the 1950s. The population is growing and residents are not receiving proper welfare benefits, water or electricity due to a lack of formal recognition of their households.

eThekwini has allowed for the digital registration of houses in the municipality and hence, the beginning of public services to be delivered to the many in need. Regular monitoring of implementation is conducted, and random checks of street number plates and street name signage are carried out to ensure a well-functioning programme.
